Japan has tread carefully in response to the United States’ decision to sanction Tomoko Akane, the president of the International Criminal Court (ICC), opting not to directly criticize the Trump administration. Prime Minister Sanae Takaichi labeled the sanctions as “very unfortunate” and indicated that Japan plans to engage in continued discussions with the US and other involved nations. Japanese officials are keen to ensure that this situation doesn’t negatively impact their relations with the US, a crucial treaty ally.
Japan holds the position as the largest financial backer of the ICC and has contributed significantly in terms of personnel. Tomoko Akane, a Japanese citizen and former prosecutor, joined the ICC as a judge in 2018 and ascended to the role of president in 2024, making her the first Japanese to achieve this position. The US, under President Donald Trump, has adopted a more confrontational stance toward the ICC. Sanctions against ICC personnel were approved by President Trump in February 2025, and US Secretary of State Marco Rubio has expressed an intent to weaken the court, urging allies to follow suit.
Previously, Japan refrained from participating in an international statement that condemned the US sanctions, pointing to its diplomatic ties with Washington. Akane criticized this decision, advocating for Japan to adopt a more robust stance in support of the ICC and the rule of law. Despite its cautious public posture, Japan has shown support for both the ICC and Akane in the past. Prime Minister Takaichi met with Akane during a visit to Japan in January, underscoring Tokyo’s commitment to backing the court’s mission.
The situation places Japan in a delicate position as it seeks to balance its role as a major supporter of the ICC with its reliance on strong relations with the United States. The Japanese government is navigating these challenges carefully, maintaining dialogue with its allies to ensure a stable diplomatic footing while continuing its support for international justice through the ICC.
